I noticed that the issue related to the specific users, are there any differences between the clients of these specific users and normal users, such as the installation of some programs?
In order to further confirm whether the problem is related to the current account of a specific user, please try logging in to the account of the user who can run normally and check if there're any differences.
Considering that the current data files or profiles of those specific users may be damaged, it is suggested that you could try to create a new profile(control panel>mail>show profile>add) and add the account for testing to check if the view is normal.
In addition, considering the impact of some third-party programs on your computer, please try to perform a clean boot for windows and check if the issue still occur.
If the above doesn't help, as I know, it will also be affected when the outlook program itself is damaged. It is recommended that you try to fix the Office application or uninstall and reinstall Office to check whether the problem still exists.
