Before we go further, I would like to confirm the following questions:
- What does this notification appear on? Was it on all of Microsoft Office product?
- Have you tried running Excel in Safe Mode or performing a Clean Reboot to see if the issue will persist?
Based on my research, Excel shows this dialog “There's a problem with the clipboard, but you can still paste your content within this workbook.” after a copy (CTRL+C) action, it means that another app has a lock on the system clipboard. In this situation you can still paste within Excel. However, you cannot paste to another app like Word or Outlook which uses the clipboard.
You could try cleaning clipboard history with below:
- Open a command prompt in Windows\system32
- Type the following command: cmd /c"echo off|clip"
- press enter, then REBOOT your device
