Public recipients of shared files/folders - change default security requirements

Question

When I share a OneDrive file/folder to people outside my tenant, people have to enter their email address, and I'm told they are being asked to set up a MFA method. Some have reported that have to enter their phone number (perhaps as an MFA method?). Where/How do I set the default permissions for non-tenant file/folder recipients? How can I make it so that they don't have to do anything to open the shared file?

How did you share the files/folders?
Per my research, you could try to create guest accounts for users other than tenants. For more information, please refer to: Secure external sharing recipient experience.

Please note that "Auditing operations related to sharing invitations can still appear in situations when SharePoint items other than files and folders are shared with guests (for example, when you share a SharePoint site with guests)."

Besides, you could also try to add external users as collaborative users of Azure Active Directory B2B in the Azure portal. For more information, please refer to: Add Azure Active Directory B2B collaboration users in the Azure portal.
