not able to create a vm from cisco ise image

I'm trying to create a new azure vm. The image I'm using is from cisco ise3.0 iso that I used Hyper-v to create a vm. which I upload to Azure then used it to create an image. I keep receiving Failed deployment message and error code "OSProvisioningTimedOut" when trying to deploy new vm.

    Based on the error message it's unable to pass on some of the required paramaters which is why you got TimeOut message.
