Can you just put notes in the calendar rather than a meeting. For example note when a person is on leave, but not create it as a meeting.
No, you can only create meetings with it. You can use other tab types, such as the Wiki, for posting notes. Or use Outlook-based Calendar, where you can post "appointments" instead of meeting requests.

I also agree with @Vasil Michev idea. Based on my test, there is no direct ways to put notes in the calendar without creating Teams meeting. The only workaround is to make appointments and put note in Outlook client. For more details, you could refer to:
