Allow standard users to manual sync date and time -- Win10 Enterprise

Hi team,
We want allow standard user to sync date and time on managed win10 device.
Deployed below csp but failed.
Kinldy suggest a workaround or permanent solution

Name - ChangeSystemTime
Description - ChangeSystemTime
OMA-URI - ./Device/Vendor/MSFT/Policy/Config/UserRights/ChangeSystemTime
Data Type - String
Value - Users
