set remote desktop services user home directory not working

I've been trying to change the location of the home folders of remote desktop services users from the default location to a different local drive using the GPO

Set Remote Desktop Services User Home Directory

but I can't get it to work. I've tried using the local group policy and AD but no difference. It's the same issue as described here:

The solution mentioned of editing the registry works, but I'd prefer if possible to use prescribed methods. Wondering if anyone can suggest anything? I'd also like if possible to move existing home folders to the new location.
