Internal error when trying to RDP to Azure Virtual machine

I built a new server, I moved it from one ou to another becauase I needed to fix a certificate. I can't use the serial console (inexperience) I read this artcile, doc.microsoft.com/en-us/troubleshoot/azure/virtual-machines/troubleshoot-rdp-internal-error. But if I can't reach the server, how do I do any of it.

    To answer your question , This could be because your RDP port 3389 is open and it could be exhausted .

    Please Navigate to Networking/NSG of your VM and if you see it open like following:

    Go ahead and click on this row and update the Source with your current Source ip address{ example your current laptop ip}

    Once this is done try to restart the VM and then try to RDP it .

    That did not work. I tried the reset configuration that did not work either. There has to be an answer to this.

    The troubleshooter said the deny all rule was deny traffic, but I'm not sure why. I have opened a ticket with Micrsoft - cause it's weird.
