If I am right it seems you are in the developer version of Windows 11 still you can try updating the PC to the stable version and see if it is helpful.
Restart the Explorer Process and check your pop-up again. To restart this process, press Ctrl + Shift + Esc to launch the Task Manager. Click More details at the bottom if you only see the simple window. Then on the Processes tab, locate Windows Explorer. Right-click it and choose Restart.
After installing the stable version try running the sfc & dism scans.
Run the SFC and DISM scan and restart the PC
Search CMD in the taskbar, right-click it, and Run as admin. Type the following commands
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
Once these scans are done type this SFC /scannow and press enter wait for the scan to get 100% and restart the PC after it is done, try using the taskbar again.
If none of them works you can try out the repair update
