My computer is selecting my secondary keyboard on startup

On startup, my computer is selecting Chinese instead of English (Australia) as the preferred input method. I cannot find any setting that would be making this happen. I restarted my computer just now and confirmed that it is still happening.

As shown below, English has been set as my main language in every location I can think of.
