SCOM 2016 Resourse pool , failover failed

I have SCOM 2016 resource pool with 4 management servers , 2 of the management servers went down but failover failed to the other two available management servers .and the agents reporting to the impacted MS were not monitored.
What could be the cause ?

    can you please check and confirm that all prerequisites from:

    especially those regarding the default observer.

    what I would also check:

    • whther the existing 2x management servers are really working properly.
    • Check the events (Operations Manager Event Log) on the existing Management servers, look for events, related to the resource pool.

    Hi,
    because your server were greyed out, they were not considered functional, so that is why your resource pool construct failed. This is your answer.
    In order for the ressource pool members to be able to vote it needs to be functional.
