    Hi @I cannot create a managed database - why? ,

    based on you screenshot you could try to request region access by clicking on the link.
    I had the same message and the request using the link solved the issue for me (I used North Europe as well).

    SQL Managed Instance currently supports deployment only on the following types of subscriptions:

    • Enterprise Agreement (EA)
    • Pay-as-you-go
    • Cloud Service Provider (CSP)
    • Enterprise Dev/Test
    • Pay-As-You-Go Dev/Test
    • Subscriptions with monthly Azure credit for Visual Studio subscribers

    Could you please verify your current subscription is one of the above and that your payment method has been verified.

    North Europe is a supported region for implementing Managed Instance, but there are also some limitations related to subnets and vCores than can be increased using a request process detailed here, and those limitations are explained here.
