In order to better troubleshoot this issue, I would like to confirm with you first:
1.Does this issue happen to a single mailbox or multiple mailboxes?
2.Can you see the mails in the "Sent Items" folder? Do the resent mails have something in common?
3.Have you run a message trace on the mailboxes? Can you see duplicate mails sent in the result? -
