Are you using a voluimn license version or a retail version?
- Volumn license version: Office Professional Plus 2016 and Office Standard 2016.
- Retail version: Office Professional 2016 and Office Home and Student/Business 2016.
And how did you activate your Office before? There is an official ducument: Activate Office, please check if it helpful.
