Windows10 Change file permissions to "personal" display 0x80070057 error

well, The problem may be myself。。
A file that doesn't belong to me originally. I want to modify it,I have changed the permission owner and permission setting of the "security" option to administrator (See details image zero)
but The system still tells me I don't have permission (See details image one)
In addition, there is a "file ownership" in the file right-click menu bar, which has only one "personal" option

    This error usually appear when the files or folder are in use by a service or process. You will need to make sure that changing permissions will not affect the functioning of other applications or services.
