Can't find DLL entry point GetUserDefaultLCID in kernel32

I am using Access, trying to link an Excel spreadsheet.
I am using the wizard, not VBA.

I get an error that says "Can't find DLL entry point GetUserDefaultLCID in kernel32" as soon as I try to create the link.

We have tried repairing Access, and we have tried re-downloading Office 365 completely. I receive the same error.

Does anyone know how to get around this?
