SHIR can be shared but Azure IR and Azure SSIS cannot be shared as Azure IR provides a fully managed, serverless compute in Azure. You don't have to worry about infrastructure provision, software installation, patching, or capacity scaling. In addition, you only pay for the duration of the actual utilization. So you can create multiple IR's as needed instead of sharing. Where as for SHIR you will need an On Premise machine or a virtual machine and the user needs to manage it hence we have a sharing option to use the same compute.
