According to the event id you provided, it is recommended that you to check if the OSPP service is open.
Launch Run app, type "services.msc" in Run box and press Enter and locate to the OSPP service. If the status of the service is stopped, click on the Start button to manually start it.
Besides, have other versions of Office been installed on this machine before? Please run the following command and share the results with us.
- For 64-bit Office:
cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /dstatus
- For 32-bit Office:
cscript.exe "%ProgramFiles(x86)%\Microsoft Office\Office16\ospp.vbs" /dstatus
