Migrate DNS server 2008 R2 to 2019 Standard (Non AD Integrated)

I need to migrate DNS server from Windows Server 2008 R2 to Windows Server 2019 Standard. This DNS server is non-AD integrated and it's a workgroup public DNS server.

I'm referring to this link but I'm not sure if this is applicable to windows server 2019 as well. Appreciate if anyone could advise on this. The server that I'm migrating is also a secondary DNS server.

    Yes, that is applicable to windows server 2019 as well. Nothing has really changed.
