Can I use a surface pen with the Surface Laptop? Or is it only used with Surface Pro and Surface Studio?

Welcome to Microsoft Community. Surface Laptop Go models and Surface Laptop 7th Edition are not compatible with the Surface Pen, as they do not support inking or writing. Identify your Surface Pen and features - Microsoft Support
