Global admin get an email notification when someone create a MS Teamsite

Would it be possible for a customized email written by us to be sent to users:
• When they install and login to Company (SharePoint Online) apps that trigger Intune MAM
• They create a SharePoint Online Site via the self serve function in teams

Would basically want an email with info the user needs to be aware of, written by us, to be sent out in an automated fashion.

We are using https://MyCompany.SharePoint.com and also using MS Teams in organization.
To manage teams, I, global admin, want an email notification when a team site is created and at the same time, I want to send an custom email with company policy to a user who create it.

The short answer is NO.

Currently there is no available way to send a custom email notification including company policy to a user who creates a team site.
