Display all user accounts at Windows 10 Logon Screen

I have a computer that I manage and have recently created a new account for a new employee. He is currently sharing the computer with another user. At the Windows 10 logon screen, only the last user signed in is displayed by default, and Other User in the bottom left corner. This is a computer joined to a Domain and these are domain user accounts. Can someone provide some feedback on if it is possible to display both of these users accounts in the bottom left corner at logon?
If you have some steps that you could potentially list also, I would greatly appreciate it. It is my understanding that this isn't something that is controlled or edited by the Local Policy on the computer, but something that would be changed on the Server?
