SharePoint Modern preventing a Document Library from allowing uploading and over writing of a document

I have a 1 Document, Document Library (PPT and or PDF), I want people to be able to Open it, Copy slide decks that they need, however, I do not want them to save changes to the Document or upload a new document.

I only want a select few to be able to upload a new document when the document needs to be updated.

Everyone else can basically, look, read, copy slide decks, but can not make changes to the document and then upload it.

yes, we are using SharePoint Modern, if I need to make a classic page with the document library I will need to know that is the option.

    Please follow the steps:

    1.Navigation to the Document library as a site admin

    2.Click Settings >> Library settings

    3.On the Library Settings page, click "Permissions for this document library" link

    4.On the Permissions Settings page, click "Stop Inheriting Permissions" link

    5.Edit users permissions and give these users Read permission

    6.When you access the Document library as a user with Read permission, the user can only read, view, and download (copy) files within the Document library
