WDAG, WDAGTOOL, Windows Sandbox access denied error - Windows 11 pro (22000.318)

I just tried to use windows application guard for the first time since upgrading from windows 10, and i keep getting a 0x80070005 - Access Denied on Application Guard, and Windows Sandbox. I tried running, WDAGTOOL, and when i run it, it says it performs the cleanup, but the the operation fails with a an access denied error. error code is the same as for applicaton guard and sandbox. I have tested out a Hyper-V machine i already had prepared, and it works fine (even though it is Windows XP), so the issue is not Hyper-V. WDAG and sandbox both worked under windows 10. I don't know why it is not working now under windows 11. what can i try to get these windows features working?
