Transfer billing ownership of an Azure subscription to another account

Good morning,

We want to transfer billing ownership to another account within our tenant.
The page https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/billing-subscription-transfer describes what to do in steps, but still have some questions.

1 Why can't Ownership be transferred to multiple accounts and assigned to the Global Administrators role? This removes dependence on one account.
2 Should the account that receives Ownership be assigned additional rights (roles) in advance or are these assigned at the time of transfer?
3 Are all the different recource groups (Pay-As-You-Go) transferred to the new ownership account or do you still need to take action?
4 Are there other things to keep in mind when transferring ownership?

    Please see the response below for the questions posted in the original post.

    1. This is by design. You cannot transfer ownership to multiple accounts.
    2. Not required. But if you've RBAC roles assigned that may get removed and you may have to re-assign them.
    3. Billing ownership transfer of a subscription will not affect resources within the subscription.
