customising windows 11 UI Elements

I would like a red theme on my PC to match its RGB etc but when i change to a red theme or make my own it barley changes anything

how can i change the colour of the right click menu, drop down menu's, highlighted text, buttons and other system ui elements I want them all to be red not default blue
if apple can do it with MacOS (witch they don't even care about anymore) then why cant windows.
What is the point in even having themes when half of the system cant be themed i just don't get it surely if you can completely customise windows (every UI Element ) then theming could become a good revenue stream for the Microsoft store instead of a forgotten category
