Owner of Azure DevOps Organization - Receiving 401 Error

The user is an owner of the Azure DevOps organization and yet receives a 401 error when logging in. The error page suggests that the user requests access.

When the button is clicked and access is requested, the user receives the email (because they are the owner of the org after all) outlining the request.

When attempting to grant access to themselves after requesting access from themselves, they are sent back to the org page where they are presented with another 401 error prompting that they request access.

User is a global administrator. Changes to the user email and domain have occurred since originally creating the DevOps org. Any ideas on what has gone wrong here?
