The error indicates that you may not have enough permission to perform the action or access the resource.
What is your role in the portal? Are there any conditional access policies applied to the tenant?
If you are not a guest user, you may be a non-admin user of your Azure AD.
The admin of your company may have restricted access to Azure AD admin portal for non-admin users by selecting "Yes" here.
If this is the case, you can resolve this by getting your account added as an admin of the AAD, or having the admin change the restriction setting to say "No."
Otherwise it is possible that there is another policy in place, or that this might be a permissions issue.
