How to fix open Virus & threat protection, error "Your IT administrator has limited access to some areas of this app"

When i try to open Virus & threat protection, it says "Your IT administrator has limited access to some areas of this app". I tried to find a solution but none of them worked, i tried deleting other accounts, i deleted 3rd party anti-virus and i tried using cmd and none of them worked. So if you got a different way to fix it, please help me. Thank you.

    Go to C:\Windows\System32\SecurityHealth. It it's empty:

    The Windows Security UI should work straight away. If not, restart the computer and give the system a few minutes to initialize before checking.
