App installation from Company Portal stuck "Download Pending"

Hi,

I created some basic apps in Intune and released them to users.
The problem is that after clicking "Install" in the Company Portal it gets stuck on "Download Pending" and " Your device is syncing and will begin downloading your app shortly".

The IntuneManagementExtension log has the following errors:

[Win32App] EspPreparation starts for userId: xxx-xx-xxx-xxxx userSID:
[Win32App] Not in ESP processing. EspPhase: NotInEsp, sender: AvailableAppRequest
[Win32App] ----------------------------------------------------- application poller stopped.
[StatusService] For user xxx-xx-xxx-xxxx for the app xxx-xx-xxx-xxxx the Highest version is -1. Returning null.
[StatusService] AppKey for user xxx-xxx-xxx for app xxx-xxx-xxx not found in the StatusServiceReports registry.

    The problem was related to the user's license. After properly assigning a license to the user the issue is resolved.

    How long has it been stuck like that for? You can right click on the Company Portal and choose the option to sync the device or from the MEM portal.
