Can we create a Virtual Machine using other vm backup (vm image backup)

hello all,

I would like to replicate a VM (which is in Azure itself) and properties in other regions and in other VNETS's.

Can I use that VM backup from backup center ( that VM image) and deploy it in other Vnet's or regions using ARM template ?
