That depends on the Virus type. Viruses have many types like trojan horses, worms, bohos, bootkits, rootkits, spyware, adware, etc.
Formating is much related to the file system. Quick Formating resets the file system lead-out so the host os assumes no files on it ignoring the fact the file is wiped or not. Standard Formatting will wipe the file too or override with scramble data.
