Workflow not Starting / Workflow getting stuck in the beginning can not assign user.
We have SharePoint 2016, SQL Server 2016, 1 App Server and 1 Database Server. Workflow Manager is installed in WFE with Distributed Cache. WF Manager 1.0.

Issue:

After stating this workflow ,the assigned user is blank.

Workflow internal status: Running Workflow.
Internal status info as below:
"Retrying last request.
