I contacted Centurylink and they advised to contact Outlook

    Could you please tell how did you configure this account in outlook, POP, IMAP or Exchange?

    IMAP configured Outlook account may encounter the error ‘0x800CCC0E’ when sending or receiving emails.
    And this errir usually occurs due to no internet connection, the conflict between SMTP servers while using an email program or when users try to send emails during account configuration, or due to change in the port number. A firewall can also cause a problem in this regard.

    1.Make sure that you are connected to the Internet.
    2.Temporarily turn off your antivirus software to check if the issue will be gone.
