Windows 10 Data usage by apps option missing

About 7-8 months ago I noticed my PC was using more wifi data than I expected, so I set went through the data usage that each app was using, set a data limit, and adjusted how much I was using the internet to try and use a bit less going forward. Earlier this week I got a warning that I had already hit the limit, but this time when I went into settings to see how much data each individual app had used the setting seems to be entirely gone?

It doesn't matter if I have a limit or not (which I think used to matter in the past), and no matter how much I dig around in the settings app this very useful info just doesn't exist. Was this feature removed at some point, or just moved somewhere else?
