Data ingress charging

Everywhere I look I see the statement that data ingress into an azure file share from on-prem is free. I've tried using file sync and robocopy over a VPN to a private endpoint to copy data from my on-prem data store to an Azure file share.

Both times I'm being charged for "hot zrs write operations" Is there a specific way to ingress data to an Azure file share that doesn't get charged? Or is data ingress just something you have to pay for?

Or, is this charge for egress replication data across zones?

    @Nick Sutton For storage accounts there won’t be any charge for data transfer between availability zones for ZRS type storage account.

    Data transfer prices for block blobs (per GB)
    When you write data to a GRS, RA-GRS, GZRS, or RA-GZRS account, the data is replicated to another Azure region. The geo-replication data transfer charge is for bandwidth used to replicate data to the second Azure region. This charge also applies when you change the storage account's replication setting from LRS to GRS or RA-GRS or from ZRS to GZRS or RA-GZRS
