I had a similar issue on Win7 64bit with my Teams installation. Issue in the password insert window as well.

I had IE8 on my Windows installation at the time.

I had a hunch Teams was pigybacking on IE for displaying that page so I manually upgraded to IE11.

I downloaded the IE11 installer from a microsoft website (something like this https://www.microsoft.com/en-in/download/details.aspx?id=41628).

I also had to install some prerequisite updates for Windows. From a Microsoft website like this https://docs.microsoft.com/en-us/troubleshoot/browsers/prerequisite-updates-for-ie-11. The Vista package updates were not applicable. I only installed the mandatory updates from the list. In order from top to bottom. 64bit version only.

The issue manifesting itself in the password window went away. Problem solved.
