User with Full Control Permission cannot "Add a Page" to a subiste on SharePoint on-prem 2013 with error "Sorry you don’t have access to this page"

Question

I have a site collection called: http://abcsite.com/corp/supply which a user has a Contribute. Design and Edit permission

On one of its subsites
http://abcsite.com/corp/supply/supplychain , that same user has Full Control permission

Then in the Pages library of the http://abcsite.com/corp/supply/supplychain subsite, that user also have full control unique permission.

When user click the gear icon -> Add a page, she got "Sorry you don’t have access to this page". She also tried go to the Pages library -> New Document -> Wiki Page , same issue "Sorry you don’t have access to this page".

The site collection admin and I (as a farm admin) were able to add new page no problem. Please help me shine some light on what could be wrong here. Thank you!

In my tests, I can not reproduce your problem.

Here is my test:

1.[userA] has Contribute, Design and Edit permission on http://vemdum205vm/sites/echotest

2.[userA] has Full Control permission on subsite http://vemdum205vm/sites/echotest/chaina

3.[userA] also have Full Control unique permission on Site Pages library of subsite

4.[userA] can create a wiki page

It is recommended that you perform the following troubleshooting:

1.Check user's permissions: Make sure user has Full Control permission to subsite and Site Pages library on subsite

• (subsite) Site settings >> Site permissions >> Show these items

2.Recreate a new subsite for testing
