Scheduled updates to .wim needing updates from 2016

I've downloaded the latest Win10 Enterprise ISO Jan 2022. I've imported in to MECM. I'm using a single index.

I run scheduled updates to the the image. There's updates that are needed from 2016. Why aren't these updates included in the image already, if I just downloaded the image from Jan 2022?

I need justification for our security department why these "latest" ISO are outdated?

    This dialog and process is unaware of which updates are specifically applicable for the image you've chosen. You need to select those that you think are applicable. If you choose any that aren't applicable, they will not be applied.
