Azure VM network NAT not working

So I have a VM in azure for a firewall. Azure config shows the public IP should be 20.x.x.x. I have a few IPSEC tunnels already configured and working. I've had issues with connecting via IPSec VPN to a new site. Finally as a troubleshooting step, I've configured an IPSec VPN tunnel to another firewall that I have visibility into (63.y.y.y) . This VPN tunnel won't connect either. When I checked the debug logs, it shows on firewall 63.y.y.y that i'm receiving packets from 20.z.z.z instead of 20.x.x.x. I'm at a loss on this behavior.
