Intel Graphics driver downgrade

We preinstall devices (with Intel GPUs) with the newest Intel Graphics drivers in Audit Mode, as of now driver 27.20.100.8587.
But after completing the OOBE and running Windows Update, Windows chooses to revert the Intel Graphics driver to 26.20.100.8141. This usually causes issues and both reboots and retries before the revert is in place. But why does it revert in the first place? This has been the case for some months now, and has been persistent though several official Intel Graphic driver version . Windows Update revert any newer preinstalled Intel Graphics driver back to version 26.20.100.8141.

    Disable Windows Automatic Driver Update and then try to install the desired Intel Driver.

    In Search box type gpedit.msc and click OK to open the Local Group Policy Editor.
    Browse the following path:

    Computer Configuration > Administrative Templates > Windows Components > Windows Update

    On the right side, double-click the Do not include drivers with Windows Update policy.

    Select the Enabled option.

    Click Apply.

    Click OK.

    Something doesn't sound right. Windows device manager should always select the latest available version. In the final image (not audit), if you install the driver 27.20.100.8587 over 26.20.100.8141, then do an update, does the newer version remain?

    Windows update sources the driver updates from the manufacturer so I'd probably ask the Intel driver support group about this issue.
