Why Does Windows Only Have 2 Second Resolution for the Modified Timestamp on an exFAT Volume?

The title says it all. When I create or modify files on an exFAT volume or copy a file from NTFS to exFAT the modified timestamp only has 2 second resolution. exFAT supports 10 ms resolution. Interestingly if I use Ubuntu to create files on the exFAT volume then read their modified timestamp using wmic in Windows then the timestamp has 10 ms resolution. Why the 'flaw' in Windows?
