Windows 10 1803 - Won't install cumulative updates or servicing updates after KB4537795

Hello, I have a few systems running 1803 x64 Windows 10 Pro, And I am trying to run the cumulative updates & servicing updates. but they don't install.

System info:

OS Build 17134.1345

with installed KB's:

KB5001842

KB4346084

KB4483541

KB4485449

KB4486153

KB4494451

KB4497398

KB4509094

KB4512576

KB4512745

KB4521861

KB4523203

KB4530741

KB4540724

KB4537795

So the last cumulative update installed is KB4537795, that is dated 2020-03 any other newer cumulative update will not install. Tells me "The update is not applicable to your computer" and in Event Log i see error: "2149842967"

I've tried doing a update troubleshooter, and then sfc /scannow, restarted computer, restarting services wuauserv. but still can't get any updates installed.

    Yes, KB4537795 is the last CU for Pro and Home editions
    later CU are applicable to Enterprise and Education editions

    1803 is out of support since 2021-05
