Could you please tell what's your Exchange server and CU version? Does this issue occur after you configuring your profile in outlook? Could you please share any screenshot about this issue?
Can you successfully finish the Test account settings for this profile?
In control panel> Mail (Microsoft Outlook) > Show profiles > choose your profile(double click or click properties) > Email Accounts > double click your account > Test account settings
Make sure you have correctly finished the configuration steps introduced in below official document:
Enable or disable POP3 or IMAP4 access to mailboxes in Exchange Server
Enable and configure POP3 on an Exchange server
Enable and configure IMAP4 on an Exchange server
Also make sure the POP and IMAP Service are assigned to the SSL Certificate on the Exchange server
And you could also share the results running the below command, note to clear your personal information:
Get-ImapSettings | fl
Get-PopSettings | fl
