Applications fail to open due to .Net Framework v4 failure

Hi.  Please help me solve this problem, thanks.

I am having a problem where applications are failing to open or function in Windows 10. 

Often I get the error windows has to close or the application does not visibly open.

Failing applications include Visual Studio Community 2015/2017.  Windows Search.  Etc.

Looking in the windows event viewer, I find these applications are failing because of Microsoft.NET Framework v4.0.30319

Errors from event viewer:

Hi

Uninstalling the last update on your PC should rectify the concern also, Community have limited resources on fixing C:\Windows\Microsoft.NET\Framework\v4.0.30319\clr.dll on a coding level. We suggest quickly letting the Windows 10 developer team know about this by posting on the Feedback Hub.

Uninstall Windows Update:

  1. Start > Settings > Update and Security.
  2. Under Windows Update click View installed update history.
  3. Click Uninstall updates.
  4. Reboot PC and check.

    I tried system restore, but I only have two system restore points and none go back before the issue started occurring (2nd Feb 2018 1pm).

    We appreciate the information that you provided. To further troubleshoot your concern, we advise performing these troubleshooting methods:

    Method 1: Run the Deployment Image Servicing and Management tool. This tool will automatically repair the components of your Windows operating system and records the corruptions to the log file.

    To run the DISM tool, follow these steps: 

    1. On your keyboard, press Ctrl + Shift +Esc to open the Task Manager.
    2. Click on File menu then choose Run new task.
    3. In the Run box, type cmd.
    4. Check the Create this task with administrative privileges and then hit the Enter key.
    5. In the Command Prompt window, type DISM /Online /Cleanup-Image /RestoreHealth, and then press the Enter key.
    6. Once the scan is finished, restart your computer.

    Method 2: Run the System File Checker tool. This is a utility that allows users to scan for corruptions in Windows system and restore corrupted files. The link contains further information about how to run the System File Checker tool. Once done, restart your computer and then check if the same issue persists. If the problem occurred after running the System File Checker tool, proceed to method 3.

    Method 3: Perform system restore. Visit this link and then follow the steps under Restore from a restore point.

    Version: 1709

    OS Build: 16299.214

    Not connected to a domain network.

    I think the issue started occurring yesterday, after a windows update.  The only change:

    Feature update to Windows 10, version 1709

    Successfully installed on 2/02/2018

    There are no more updates available.

    I tried the clean reboot but this did not solve my issue. Even the start menu search/search windows has stopped working.

    Please look at what I have posted from the event viewer.   Clearly, this is some kind of fault or corruption with .NET Framework v4.0.30319

    Specific file that is at fault: C:\Windows\Microsoft.NET\Framework\v4.0.30319\clr.dll

    Can an expert please look at this issue!  Thanks!
