I understand you are unable to RDP, and getting the above generic error. You mentioned that in the boot diagnostics, you see the login screenshot of the most recent reboot. Could you once login to the VM via serial console and check if you are able to access the VM via console. Also, can you try to ping the VM from any other VM in the same subnet to check if the network connectivity is fine. If the network connectivity is fine, then most likely it is something to do with the RDP settings. Please check if the RDP port is allowed at the firewall level within the VM's OS.
