I downloaded visual studio community 2019 from manufacturer’s site and then ran it. Then the installer window flashed instantly and nothing else happened.

Could you try to run the vs_installershell.exe file to launch your Visual Studio Installer: C:\Program Files (x86)\Microsoft Visual Studio\Installer?
Before installation, please disable any anti-virus software and clear your %temp% folder.
Meanwhile, please check for your Windows Updates and install all pending updates.
Then, reboot your computer and download the VS2019 to run it as administrator: https://visualstudio.microsoft.com/vs/older-downloads/.
