Add / Remove Roles generates Error 0x800F0831

Question

I am getting Error 0x800F0831 when I try to Add or Remove a role. Windows update is generating the same error.

I have ran the following commands w/ no change:

• sfc /scannow
• DISM.exe /Online /Cleanup-Image /Restorehealth
• Reset Windows Update services

Win-Ver: Server 2012 Standard Version 6.3 (Build 9600)

Might try manual install of the latest SSU

followed by the latest cumulative update.
