SSRS 2019 System.Net.HttpListenerException on start up

I am not able to hit the SSRS url for http. But my https works fine.
I configured the service to run on both http port 80 and https port 443 using the Reports configuration manager.
While the https url works fine the http url does not. I have looked at netsh http show urlacl and everything looks good.
Only error i see in the event viewer when even stop/start the SSRS service, given below is the error. I tried looking into the error logs for the reportservice and no errors there.

    Sometimes, the problem event CLR20r3 is caused by the lack of certain Microsoft .Net Framework version. In this case, you can solve the problem by configuring .Net Framework. When configuring the Microsoft .Net Framework, there are two occasions you should consider:
    1.You install correct Microsoft .Net Framework versions but you don't enable them.
    2.The needed Microsoft .Net Framework versions are not installed.
