I am trying to register for one of the Azure certification exams, but when I try to log in, I get this message:
Selected user account does not exist in tenant 'Microsoft Services' and cannot access the application 'b9c392b1-7049-4d6c-86bf-9bb91214900d' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.
When I try a different account, I get the same message. How do I get the account added as an external user in the tenant? And what is meant by a "tenant" here?

That forum requires me to have a cellular phone. I currently do not have a cellular phone. Is there any support option available that does not require a cellular phone?

We'll send a verification code in a text message. This helps us eliminate spam – we won't give out your number. The code will expire in about 10 minutes."
I'm going to try to activate an old cell phone so I can complete the registration, but I'll probably have to order a new SIM card to get it to work. A lot to do just to register for an exam.
When I tried the same link with Chrome instead of Edge, it did not ask for a cell phone number, and I was able to post my question. This is the second time that Edge has asked me for a cell phone number, but Chrome has not. I'm going to have to start using Chrome more often.
