Unable to register for certification exam

I am trying to register for one of the Azure certification exams, but when I try to log in, I get this message:

Selected user account does not exist in tenant 'Microsoft Services' and cannot access the application 'b9c392b1-7049-4d6c-86bf-9bb91214900d' in that tenant. The account needs to be added as an external user in the tenant first. Please use a different account.

When I try a different account, I get the same message. How do I get the account added as an external user in the tenant? And what is meant by a "tenant" here?

    Symptoms:
    You mentioned, "When I click on that link, it says: "Enter your mobile number to verify your account
    We'll send a verification code in a text message. This helps us eliminate spam – we won't give out your number. The code will expire in about 10 minutes."

    Solution:
    When I tried the same link with Chrome instead of Edge, it did not ask for a cell phone number, and you could post your question on Microsoft training related forum.
